How are abandoned children given a last name in the UK?
I know that in other countries, they are given 3 names, the third one being the last name, if nobody adopts the child, for example. Is it the same in the UK?

From cases I have heard about in the news, it seems that those caring for the abandoned child choose a name completely at whim. I think they are given the new adoptive parents surname, and usually the finder of the baby names them, or the hospital staff give such babies a name chosen by a whole team of wonderful carers who take them in .
